If so, this opportunity might be just the one for you!</p><p style="margin: 0"><br></p><p style="margin: 0"><strong>About the Division and Office</strong></p><p style="margin: 0">The Information Technology Division is an internal service organization responsible for providing information technology based products and services in support of the Department of Labor and Industries (L&I) agency business priorities.</p><p style="margin: 0">The Maintenance and Operations Program (M&O), under the Deputy Chief Information Officer, is responsible for the implementation and delivery of the products and services within IT, and sustaining operations so that L&I can complete business as usual with minimal delay or downtime. Within M&O, the Applications & Data Management (A&DM) program is comprised of six development teams organized into multiple Agile teams that deliver advanced web capabilities to citizens and businesses within Washington State.</p><p style="margin: 0"><br></p><p style="margin: 0"><strong>About the Role</strong></p><p style="margin: 0">As the <strong>IT Application Development Manager</strong>, you will report to the A&DM Program Manager and will be responsible for managing and supervising IT programming staff and multiple applications within the program. If selected for this role, you will play a key role in maintaining and enhancing technology solutions that support multiple L&I programs while working directly with business stakeholders, executive management, business customers, other IT teams, and application development teams.</p><p style="margin: 0">Some of what you’ll do:</p><ul style="margin-bottom: 3pt"><li>Establish priorities and coordinate the timely delivery of IT services, including:<ul style="margin-bottom: 3pt"><li>Manage and cultivate relationships between business stakeholders, executive management, business customers, other IT teams, and application development teams to maintain and enhance technology solutions.</li><li>Consult on implementation of newly enacted legislation. </li><li>Make strategic judgments and decisions, including developing project strategy.</li><li>Work with program areas to prioritize application development and application M&O for the Product Teams.</li><li>Operationalize the maintenance and operations of new applications so the Product Teams can enhance or maintain application.</li></ul></li><li>Product team management, including:<ul style="margin-bottom: 3pt"><li>Manage and supervise an allocation of application developers</li><li>Oversee the planning, analysis, design, development, configuration, and testing for enhancing applications.</li><li>Establish measurable individual and team objectives that are aligned with program area and that adheres to L&I’s software development lifecycle standards. </li><li>Ensure application development team are adhering to L&I’s software development lifecycle standards.</li><li>Ensure applications remain current, stable, adhere to agency standards, and are in keeping with the L&I computing technology environment. </li><li>Carry out supervisory responsibilities such as interviewing, hiring, training, planning, assigning work, appraising performance, monitoring employee performance and progress on assignments, coaching, and resolving personnel issues.</li><li>Coach and mentor staff to grow their skills in multiple areas.</li></ul></li></ul><p style="margin: 0"><strong>Required:</strong></p><ul style="margin-left: 0; margin-bottom: 3pt"><li><strong>Ten (10) years</strong> of experience in <strong>applications computer programming</strong>, with increasingly progressive levels of complexity and responsibility, or <strong>software development experience</strong>.<ul style="margin-bottom: 3pt"><li><em>NOTE: Education may substitute year for year for experience up to four (4) years for a Bachelor’s degree and up to two (2) years for an associate’s degree in Computer Science, Information Technology, or a closely aligned field.</em></li></ul></li><li><strong>Five (5) years</strong> of <strong>management or supervisory</strong> experience in an IT environment.</li><li><strong>Three (3) years of Project Management</strong> experience, or experience leading agile development teams using the Scrum methodology.</li></ul><p style="margin: 0"><br></p><p style="margin: 0"><strong>Desired:</strong></p><ul style="margin-left: 0; margin-bottom: 3pt"><li>Past experience as a programmer, analyst, or other technical work.</li><li>Five (5) years’ applications computer programming experience.</li><li>Six (6) years of increasingly responsible IT management or supervisory experience in an applications development environment.</li><li>Five (5) years’ management of software development project experience.</li></ul><p style="margin: 0"><strong>Things You Need to Know</strong></p><p style="margin: 0">To help you maintain a proper work-life balance, teleworking is one of the work schedule options for this position.  L&I also offers flexible custom work schedules.  We offer hybrid and remote work options. <strong><em>Remote work from a state outside of WA requires approval</em></strong>.</p><p style="margin: 0"><br></p><p style="margin: 0"><span style="color: inherit">State employees who meet the qualifications will become eligible for a generous retirement package at the end of the employee’s career.
