Who We Are
The Internal Services Department (ISD) plays a major role in supporting all County of Los Angeles departments and commissions. With an annual budget of over $885 million and 2,162 budgeted positions along with over 5,120 contracted workers of varying professions in facilities management, information technology, environmental, administrative, purchasing and contracting, ISD is the County's trusted partner and provider of choice.

The Opportunity  
We are pursuing qualified candidates to fill Section Manager, Information Technology, Systems Programming, ISD (Cybersecurity) positions in the Cyber Engineering Division and the Cyber Operations Division.
 

 

Essential Job Functions

Position Responsibilities

Manages a comprehensive security program by planning the work activities of staff responsible for supporting security program (e.g., Information Technology specialists, principals, supervisors, and technical staff); coordinating activities of the section, County departments, and public and private agencies; evaluating department’s cyber security strategies (e.g., defense-in-depth security modeling, data center network security, cyber-analytics including threat detection and response, secure access and endpoint protection); utilizing supporting technologies, dashboards and metrics in order to align with organizational cyber security objectives.

Provides technical consulting support for system requirements definition by performing high level design, performance tuning, audits, and problem determination assistance for business applications in order to align with organizational cyber security standards.

Manages technical staff by performing a full range of supervisory tasks, which include reviewing and evaluating work of subordinate staff; promoting individual growth and development; and by following the department’s disciplinary policies, guidelines, and procedures, etc., in order to ensure staff receive the support and direction needed to effectively perform their duties.  

Develops and implements the department’s strategies, policies, priorities, standards, procedures, and guidelines by benchmarking internal operations against the best cyber security practices of other agencies and organizations, studying and recommending alternatives, ensuring strategies are aligned, and assisting with the enforcement and implementation of policies in order to promote efficient, cost effective use of advanced technologies and support the County's departments business goals.

Collaborates with stakeholders (e.g., other divisions/sections, other County departments, business managers, and vendors) regarding information technology issues by assessing business needs, identifying and evaluating cyber security solutions, and recommending options in order to determine service delivery, promote information security awareness, and manage risk to an accepted level of security protection.

Analyzes complex departmental business needs by performing business and technical requirements analyses, identifying redundant services across County departments, and recommending centralized technology solutions (e.g., new cyber security programs, development of new applications, modification of existing applications or hardware) in order to ensure efficient use of departmental resources.

Manages the implementation of various information technology projects  (e.g., development, documentation, infrastructure, migration process, and system architecture planning,) by applying project management principles, overseeing work plans, developing service level agreements, gathering of business requirements, recommending the purchase of security technology solutions, and implementation by coordinating with stakeholders in order to leverage design of new or existing systems, promote efficiency and align with organization’s cyber security strategies.

Manages the section’s operational budget by reviewing past section expenditures, anticipating section’s budget needs, developing cost models for new lines of business, and documenting recommendations in order to support the division, branch and service area budget.

Stays current with knowledge of information security programs, industry standards, and applicable laws and regulations by attending and/or presenting at professional seminars, professional classes (e.g., Certified Information System Security Professional, Certified Information Security Manager) and study programs, by representing the department in countywide information technology security advisory/steering committees, and by reviewing information obtained from departmental memoranda, staff meetings, journals, professional publications, the Internet, magazines, newspapers, etc. to maintain information technology security service-related knowledge.
 

Requirements

 

Requirements to Qualify

Two years of experience, within the last three years, at the level of Los Angeles County's class of Section Manager, Information Technology, ISD* - OR - Information Technology Specialist, ISD** performing information security management functions with any of the following solutions: secure access, email security, secure endpoint, network security, application security, or vulnerability management.

*Experience at the level of Los Angeles County’s class of Section Manager, Information Technology, ISD is defined as manages the activities of a section in the performance of a variety of application systems or telecommunication systems development, implementation, modification and maintenance activities.

**Experience at the level of Los Angeles County’s class of Information Technology Specialist, ISD is defined as acts as a consultant in a technical and specialized field of information technology.   These positions are distinguished by their responsibility for directing and/or monitoring the work of project teams, acting as consultants to project managers, departmental management, and customer management, or performing technical work in a specialized field of information technology.  One year of the required experience must have been as a project or team leader providing task direction and staff development.

License:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Physical Expectations:
2 - Light.  This job requires light physical effort which may include occasional considerable walking, light lifting to a 10 pound limit, and some bending, stooping or squatting.

  • Certified Information Security Manager (CISM)

First, meet our requirements above.  After that, our process includes a two-part assessment. 

Part 1: Multiple-choice and/or simulation assessments weighted at 50% measuring Deductive Reasoning, Leading and Supervising, Deciding and Initiating Action, Adhering to Principles, Delivering Results, Relating and Networking, Achieving Work Goals, Entrepreneurial Thinking, Persuading and Influencing, Adapting and Responding to Change, Coping with Pressure and Setbacks and Formulating Strategies and Concepts.

Part 2: Multiple-choice and/or simulation assessments weighted at  50% measuring three Professional/Technical Knowledge areas:

  • Cyber Risk, covering the following topics: Knowledge of Cyber Risk Management, System and Application Security, Network Security and Security Management.
  • Cloud Computing, covering the following topics: Knowledge of Cloud Computing Concepts, Cloud Service Models, Virtualization and Private Clouds.
THE MULTIPLE-CHOICE AND/OR SIMULATION ASSESSMENT(S) IS NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19. 
 
Applicants may be invited to participate in both Parts 1 and 2.  However, only those that achieve a passing score of 70% or higher in Part 1, will have Part 2 scored.

Applicants must meet the requirements and achieve a passing score of 70% or higher on each part of the examination in order to be placed on the Eligible Register.

Multiple choice and/or simulation assessment(s) scores cannot be given over the phone.

TRANSFER OF TEST COMPONENTS:
  • Applicants who have taken identical components recently for other exams may have their scores automatically transferred to this examination.
  • This examination contains test components that may be used in the future for new examinations and your test scores may be transferred.
