(Restricted to permanent employees of Department of Medical Examiner who have successfully completed their initial probationary period and meet the qualifying requirements.)

Current employees in the unclassified service in the County of Los Angeles Department of Medical Examiner who meet one of the following criteria also qualify to participate in this exam:
  • Unclassified Medical Examiner employees who have attained permanent County status on a classified position by successful completion of the initial probationary period, with no break in service since leaving the classified service.

What you will do:
Supervise the activities of a shift of investigative and support staff in the Investigations and Decedent Services Divisions of the Department of Medical Examiner.

 

Essential Job Functions

 

  • Plans, assigns, directs, and evaluates the work performed by investigative and support personnel; implements and maintains the department's personnel performance standards.

  • Trains subordinates in the department's operational policies, procedures, and investigative techniques; provides technical direction to investigators for unusual and complex cases.

  • Reviews investigations in progress, redirects efforts of investigators, as necessary, and reviews and approves investigative reports to ensure they are complete, concise, and factual.

  • Conducts difficult, sensitive, and complex investigations, such as multiple deaths due to homicide, accident, or disaster or other high-profile cases.

  • Determines and controls the processes used in the recognition, collection, and preservation of physical evidence in investigations.

  • Coordinates subordinates' case investigation activities with those of other criminal justice agencies.

  • Testifies in court as an expert witness regarding investigation findings.

  • Participates in the selection of subordinates.

  • Acts for a Supervising Investigator II in his or her absence.

  • Fly in aircraft, use boats, operate vehicles, or travel in heavy equipment to conduct investigations, remove decedents, and perform other duties in areas of difficult accessibility.

  • Drive personal vehicle when performing County business. 

  • Conduct activity using specialized, technical safety gear under physically challenging and demanding circumstances. 

  • Drive a County vehicle to locations throughout the County to conduct investigation activities and transport bodies from death scenes to the Forensic Science Center or other regional facility.

 

Requirements

 

HOW DO YOU QUALIFY: 
Option I:Two years of experience as a Medical Examiner Investigator (formerly titled the Coroner Investigator) for Los Angeles County.

Option II: Four years of active field investigative experience* in a law enforcement or coroner/medical examiner agency, one year of which must have included full-time assignment as an investigator or detective (Full-time is evaluated on a 40-hour work week. Part-time experience will be prorated).

SPECIAL REQUIREMENT INFORMATION:
*Field investigative experience must have included duties such as interviewing suspects, informants, and witnesses; following leads; searching for physical and documentary evidence; using evidence to substantiate findings or conclusions; examining records to detect links in a chain of evidence or information reconstructing events; and preparing reports of investigative findings.

WITHHOLD INFORMATION:
No withhold will be allowed. Required experience/education must be fully met at the time of filing, and clearly indicated on the application.

ENDORSEMENT OF LOS ANGELES COUNTY QUALIFICATIONS:
County employees who wish to meet the requirements using out-of-class experience must provide official documentation such as additional responsibility bonus, out-of-class bonus, temporary assignment bonus, or reclassification study from CEO Classification with your application at the time of filing or within seven (7) calendar days from application submission. Employees do not need to submit such verification if they hold or have held the Medical Examiner Investigator position or a position deemed to be at equivalent level. Out-of-class duties should be accurately described in the application work history, and questionable experience will be verified through the departmental HR Manager when necessary.

OTHER REQUIREMENTS:
  • Position is a Peace Officer pursuant to Penal Code 830.35(c). Must meet the Peace Officer Standards and Training (P.O.S.T.) required minimum standards for Peace Officer at time of appointment, including citizenship, age, character, and education.
  • Successful completion of the Arrest and Firearms Courses as mandated in Section 832 of the California Penal Code within the first twelve (12) months of appointment. Failure to satisfy this requirement will result in termination of employment.
  • Successful completion of an approved Coroner's Death Investigation course within the first twelve (12) months of appointment. Failure to satisfy this requirement will result in termination of employment.

LICENSE:
A valid California Class C Driver License is required to carry out job-related essential functions.

Successful applicants for positions that require driving must obtain and present a copy of his/her driving record from the California State Department of Motor Vehicles before final appointment. Applicants should not present a copy of their driving history until asked to do so by the hiring department. The County will make an individualized assessment of whether an applicant's driving history has a direct or adverse relationship with the specific duties of the job. License must not be currently suspended, restricted, or revoked.

PHYSICAL CLASS:
4 - Arduous: This class involves frequent heavy lifting over 25 pounds, often combined with bending, twisting, or working above ground on irregular surfaces. It includes those positions that occasionally demand extraordinary physical activity such as those in Safety positions.

This examination will consist of TWO (2) parts:

MULTIPLE CHOICE AND/OR SIMULATION ASSESSMENTS ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.
 
Only those candidates that achieve a passing score of 70% or higher in Part I will advance to Part II.

 
 Part II:  A Structured Interview, weighted 50%, assessing:

    • State laws and guidelines related to medical examiner investigations
    • Applying investigative techniques and procedures

Applicants must meet the requirements and achieve a passing score of 70% or higher on each weighted part in order to be placed on the register.

TRANSFER OF TEST RESPONSES:
  • Applicants who have taken identical components recently for other exams may have their responses automatically transferred to this examination.
  • This examination contains test components that may be used in the future for new examinations and your test responses may be transferred.
