Position Summary:

This position is responsible for leading and managing behavioral health services for the Yakutat community, overseeing the Behavioral Health Department, providing clinical and administrative supervision, and working collaboratively with community partners. Direct services to clients include developing, implementing and reviewing individualized integrated service plans through regular follow up and evaluation. This is a hybrid position and will require an initial 60 days on-site, followed by a minimum of 10 days on-site per month.


This position requires compliance with Health Center’s compliance standards, including its Standards of Conduct, Compliance Program, and policies and procedures. Such compliance will be an element considered as part of the position’s regular performance evaluation.


Essential Functions:

  • Responsible for the overall planning, organizing, improving and implementing behavioral health services.
  • Provides leadership and management oversight of all daily activities of behavioral health services related to budget, purchasing, personnel, administration, and performance management, while ensuring safe and efficient patient care.
  • Hires, trains/precepts, assigns, schedules, directs, supervises, evaluates and disciplines assigned personnel. Arranges for contract staff as needed.
  • Provide administrative and clinical supervision to Behavioral Health Aides. Work individually with Behavioral Health Aides to complete professional development training and practicum plans by way of ANTHC training plan and Relias.
  • Provides clinical supervision to unlicensed behavioral health staff and supervises the Behavioral Health Case Manager.
  • Develops standards and qualifications for behavioral health professionals; participates in the recruitment and selection process.
  • Works in close collaboration with providers and other health care personnel in patient evaluation and treatment to further their understanding of significant social and emotional factors underlying patient's health problem.
  • Provides independent mental health assessments and therapy by observation, interpretation and intervention of the full range of complex emotional, behavioral, and mental health disorders as outlined by the DSM-5.
  • Leads ongoing assessment of community behavioral health needs, the planning and implementing of a community oriented behavioral health program, and integration of best practice behavioral health concepts into services provided.
  • Participate and oversee the screening of new service requests within the clinic by means of agency approved procedure ensuring all individuals are adequately and appropriately served according to their individual needs in accordance with existing policies and procedures.
  • Provides leadership in the development of policies and procedures related to outpatient behavioral health services.
  • Assure appropriate billable services are provided to enhance third party revenue generation.
  • Participates in the establishment of priorities for use of third-party resources, including behavioral health priorities.
  • Coordinates with Purchased Referred Care in developing resources for difficult and/or high cost cases.
  • Develop appropriate treatment/service plans with clients as the means for implementing appropriate services and developing effective alliances with clients.
  • Oversee the intake process of collecting standardized documents for new clients, and ensure timely updates of all mandatory client documentation, including but not limited to: Client Status Review, treatment care plans and any other regulatory state forms consistent with Department of Behavioral Health (DBH) requirements.
  • Maintain case records in accordance with agency and regulatory standards and requirements. Providing all required documentation in a timely manner.
  • Participate in interagency planning and service coordination activities as directed to improve and enhance service continuity and effectiveness for clients.
  • Participate in Electronic Health Record (EHR) monthly meetings as BH representative. Take lead on any EHR updates and scripts to be developed for BH purposes.
  • Maintain close communication with behavioral health and medical providers, alerting teams of any changes in client adjustment which might suggest decompensation and a need for more aggressive intervention.
  • Actively work with consultants and administrative staff to ensure completion of DBH accreditation.
  • Review HRSA Universal Data System measures on a monthly basis for the team. Actively participate in quality improvement projects and initiatives.
  • Lead and participate in regular interdisciplinary staff meetings, staff training programs, supervisory sessions, and accept the responsibility for aiding the development of positive team relationships as requested.
  • Participate and help to shape Behavioral Health Services Screening, Brief Intervention, and Referral to Treatment (SBIRT) and Substance Use Disorder (SUD) programs.
  • Develop effective working relations and cooperate with medical team throughout the entire case management process.
  • Coordinate transport of clients to attend office visits, groups and social service appointments as assigned.
  • Demonstrate cultural competency and commitment to patients.
  • Perform other duties as assigned by the supervisor which are consistent with the position and in compliance with agency policies and procedures.
  • Adhere to agency policy, procedures and the professional code of ethics.
  • Participate in continuing education activities, remaining knowledgeable in area(s) of expertise.
  • Help to match youth with duties that coincide with their interests and connect parents and youth to relevant resources.
  • Oversee and lead the development a follow-up care plan for individual and community suicide prevention, intervention and postvention.
  • Actively foster community, regional and statewide partnerships to expand services and grow support network.
  • Oversee the working relationship with all contracted behavioral health consultants, oversee the logistical details of hosting onsite clinics. Continually work with behavioral health and medical teams to identify gaps in services and evaluate existing services to ensure quality of care.
  • Must comply with federal laws and regulations as required by the Health Insurance Portability and Accountability Act (HIPAA).

Knowledge, Skills and Abilities:


  • Knowledge of federal, state and local regulations affecting areas of responsibility.
  • Knowledge of behavioral health principles and practices including knowledge of assessment of emotional, behavioral, and mental disorders, and an understanding of theories based on best practice.

Work Environment/Physical Demands:

The work involves moderate risks or discomforts that require special safety precautions, including exposure to contagious diseases. Employees may be required to use protective clothing, such as masks, gowns, coats, boots, goggles, gloves, or shields.


The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. The employee must be able to read, write, speak and hear.

Supervisory and Management Responsibility:


This is a department head with final responsibility and authority for the accomplishment of objectives, utilization of resources, and personnel administration decisions within a major jurisdictional subdivision. The employee is accountable for the effective and efficient management of the work to achieve goals and objectives. The employee usually receives limited guidance in the form of approval/denial on matters of policy, service levels, goals or objectives from higher authorities.


Minimum Qualifications:

  • Master’s degree in social work, Counseling, or Psychology and experience in the occupational field, sufficient to perform the major duties of the position, and to be able to answer questions and resolve problems.
  • Three (3) years direct services experience providing independent, clinical behavioral health services.
  • Experience working as a behavioral health aide and/or experience working in rural Alaska and/or within the Alaska Native Health/Indian Health (IHS) system preferred.
  • One (1) year of supervisory and management experience.
  • Licensed to practice Psychology or licensed as an Independent Clinical Social Worker (LICSW) or Licensed Clinical Social Worker (LCSW) in any US State or Territory. Must be able to obtain an Alaska license to practice.
  • Maintain current Basic Life Support (BLS) certification.
  • Possession or ability to readily obtain a valid driver’s license issued by the State of Alaska with a clean driving record.
