Under general supervision, is responsible for various Human Resources functions/projects to include but is not limited to: recruiting, new hire processes, benefits, compensation, and employee relations. Customer service is primary responsibility; performs other duties as assigned. Flexibility to achieve performance excellence in a telework arrangement.

Duties and Responsibilities

 

  • Serves as subject matter expert, individually motivated and operating with a sense of urgency and personal accountability
  • Provides first-line customer service to all employees either in person, phone or electronic. 
  • Responds to inquiries from the general public on any areas pertaining to Human Resources
  • Communicates with other employees, departments, administrators, applicants and the public for the purpose of providing information and assistance concerning any of the human resources concentrations
  • Administers and develops the position posting through the applicant tracking system, posts announcements on County and other recruitment websites; sets-up scoring and screening within the applicant tracking system and manages postings on a web-based system 
  • Responsible for administrative functions in any area of Human Resources to include operational and technical duties from employment, application intake, computer entry, file maintenance, assisting with projects, training and benefits. 
  • Provides assistance to various levels within the Human Resources department; multiple tasks with time constraints. 
  • Assists with monthly newsletters (regular and retiree), compiling of data, documentation of leave management and/or risk management items 
  • Prepares and processes a wide variety of documents and materials for the purpose of documentation and or disseminating information to the appropriate parties (for example, but not limited to, applicant packets, recruitment packets, benefit packages, employment forms, and/or leave management forms)
  • Responds to written and verbal inquiries from a variety of internal and external sources for the purpose of resolving problems
  • Schedules a variety of activities for the purpose of assisting in meeting staff needs and efficient utilization of staff 
  • Supports the Director of Human Resources, Human Resources Manager and the department for the purpose of assisting in the performance of work activities
  • Performs other related duties, as assigned, for the purpose of ensuring the efficient and effective functioning of the work unit

 

Minimum Qualifications

 

  • Graduation from an accredited college or university with an Associate’s Degree in Human Resources, Business or a closely related field, and two (2) years administrative experience in human resources or similar environment; or an equivalent combination of education and experience
  • Considerable technical ability and knowledge of various software products; technical ability in web-based systems and or similar knowledge and ability with database systems; proficient skill in operating personal computer and basic office equipment; proficient skill in use of or ability to learn new software
  • Must have experience in the use of Microsoft Office; Word, Excel, and PowerPoint
  • Considerable skill is required to perform single, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions; and performing basic mathematical calculations
  • Considerable customer service skills; skill in communicating effectively with diverse groups of individuals utilizing tact and diplomacy; specific abilities required to satisfactorily perform the functions of the job include: establishing and maintaining effective working relationships; communicating with diverse groups; working with detailed information and frequent interruptions; and adapting to changing priorities
  • Specific skills required to satisfactorily perform the functions of the job include maintaining confidentiality; planning and managing projects; preparing and maintaining accurate records; and operating standard office equipment including utilizing pertinent software applications
  • Ability to make presentations; ability to schedule and coordinate meetings, presentations and ceremonies; ability to maintain effective working relationships with County employees, Department/Division Heads, outside organizations, other government agencies, co-workers and the public
  • Demonstrates technological intuitiveness
  • Must have valid Texas driver’s license, motor vehicle liability insurance and personal injury insurance; or have a self-reliant source of transportation to conduct business on a daily basis
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • May be required to work weekends
  • May be required to work more than 40 hours during the workweek
Preferred Qualifications: 
  • English/Spanish Bilingual Ability to understand and to make one's self understood to Spanish speaking individuals
Working Environment and Physical Demands:
  • Working conditions are in an office / telework environment
  • Occasionally moves items weighing up to 20 pounds 
  • Occasionally move about the office / telework office
  • Frequently communicates with others using approved technological resources; must be able to exchange accurate information through designated systems within a timely manner
