Through subordinate supervisors, supervises and coordinates the management, operations, and maintenance of all project facilities, such as spillways and regulating outlets for flood risk management functions, hydroelectric generating units and ancillary equipment; recreation areas on project lands and shorelines for a variety of purposes such as parks, visitor center recreational facilities for swimming, boating, and picnicking; resources associated with the project such as fish and wildlife habitats; and performance of administration, clerical, and warehousing functions of the Project.<br><br><ul><li> Responsible for the overall management and coordination of the various and diverse programs and functions of the Operating Project. Manages the execution of all relevant missions at the Operating Project, such as flood risk management, navigation, hydropower, environmental stewardship, recreation, and water supply. Maintains close relationships with federal and state agencies, and public and private organizations as well as the general public visiting the project. Responsible for coordinating appropriate activities and issues with local, county, state and federal agencies; Power Marketing Agencies, Federal Power Commission, Bureau of Reclamation, utility and power customer groups, Fish & Wildlife/Natural Resource agencies, EPA and state environmental authorities, Native American representatives, OSHA, special interest groups, and the various medias. Maintains knowledge of regulations, interpretations, proposed legislation, new technologies, environmental and endangered species acts, Hazardous Toxic and Radioactive Waste (HTRW) compliance, fish mitigation, and other ongoing topics and issues that impact the Project and public perception of the Corps. Through meetings, conferences, public events etc. keeps interested/ affected entities informed of upcoming changes, solicits input, initiates or participates in working out solutions to complex problems. Keeps Division Chief apprised of sensitive or controversial issues. Utilizes in-house expertise when available and contacts higher level authority as needed. Special attention is given to interests concerned with migrating fish, tours by distinguished visitors or technical groups, and safety on the project for both the public and project employees.<br><br></li></ul>30%<br><br><ul><li> As Operations Project Manager, utilizes a high degree of managerial ability and technical knowledge to plan, assign, direct, and review work operations of subordinate supervisors, employees, and contractors. Consults with supervisors and other key staff members to develop efficiencies, improvements, solutions to problems, resolution of operational and engineering issues, coordinate work efforts, and assure optimum mission accomplishment. Utilizes an extensive background and expertise in water resource infrastructure-related fields, and ability to integrate engineering requirements, to direct activities affecting the project.</li><li> Manages the electrical, mechanical, and general maintenance of the large multipurpose dam and powerhouses, spillway, project buildings and grounds. Inspects and coordinates major maintenance, overhaul, improvement, preventative maintenance, and emergency repair programs. Manages the operation of all facilities to include a powerhouse and dispersed recreational infrastructure.</li><li> Supervises the Natural Resource program of the project. Responsible for the maintenance of numerous recreation/natural resource areas on project lands and shorelines, and management of associated resources. These may include: visitor centers, parks, fish and wildlife habitats, fish viewing facilities, grounds, swimming/picnic/boating/recreation areas, etc. Provides appropriate interpretive information, tours, displays, trails, brochures, various printed materials, and other general information of use to the public. Assures safety procedures are in place to maximize the enjoyment of the public by providing a safe environment; special attention is given to any accidents occurring on the project involving the public.</li><li> Supervises, through key professional engineering staff, field level determinations on engineering matters concerning improvements or additions to existing project facilities, including the preparation of technical requirements, contracts, and purchase orders for the project. Responsible for fiscal management to ensure maximum benefit of available funds. Manages the execution of planned actions and intervenes as required. On technical issues, works with subordinate professional staff members both on an individual basis and in various team configurations, as warranted by the situation. Supervises preparation of technical/annual reports, special reports, studies, project budget, and support activities.<br><br></li></ul>45%<br><br><ul><li> Conducts personnel administration by assigning work; recommending promotion or reassignment of subordinate employees and supervisors; making formal appraisals of work performance and determining training needs for all levels of subordinate workers and supervisors. Promotes and administers a variety of management programs such as safety, cost reduction, incentive awards, beneficial suggestion and quality assurance within policies and procedures established by higher authority. Assures that subordinate supervisors effectively carry out policies to achieve management objectives in such areas as labor management relations and equal employment opportunity. Schedules leave of subordinates, reviews personnel actions and employee performance appraisals initiated by subordinate supervisors. Periodically reviews position descriptions of subordinates for accuracy and currency.<br><br></li></ul>25%<br><br>Performs other duties as assigned.<br><br><strong>Other Conditions And Requirements<br><br></strong>This job opportunity is open to CURRENT, PERMANENT USACE EMPLOYEES ONLY.
