Salary Range: $190,000 to $205,000<br><br>The Project Controls Manager reports to the TDIP Program Executive and is responsible for the contractual, schedule and financial compliancy and reporting for the program. The TDIP Program encompasses all the capital improvement projects located within the Central Terminal Area (CTA) of Los Angeles International Airport (LAX) This includes renovations and upgrades to existing terminal buildings, wayfinding, CTA landscaping, and other improvements.<br><br>Seeking a candidate who is meticulous about perfection and quality of one's work. Has a keen understanding of scheduling, risk management, capital governance, cost forecasting and reporting. They shall be held accountable for accuracy, regardless of the outcome. The individual may also have experience working for a contractor (general or subcontractor), as this will help in understanding, leading and finding solutions to complex accounting matters.<br><br>The Project Controls Manager, works with project-level controls personnel, and bears the primary responsibility for tracking, forecasting and reporting all assigned project costs and schedules at the Program level. This position is responsible for ensuring that projects comply with governances, contract terms, and all LAWA and TDIP procedures. The Project Controls Manager shall lead cost and schedule forecasting, as well as risks analysis sessions with members of the LAWA, design and contractor teams. The Project Controls Manager is responsible for creating and auditing contract management compliance procedures for all applicable LAWA processes.<br><br><strong>Key Job Duties<br><br></strong><strong>Governance Process<br><br></strong><ul><li>Maintain Steering/Board of Airport Commissioner (BOAC) schedule spreadsheet</li><li>Notify Project Managers (PMs) of lead-up dates for items going to Steering / BOAC</li><li>Create first drafts of Capital Improvement Plan (CIP) forms (Needs Assessments I Project Charters I Project Change Forms), upload to SharePoint, request review by PM's, others, continuously update as deal changes, verify accuracy when deal is finalized</li><li>Create first drafts of Board Reports, upload initially to ADG Share Point, request review by PM's, others, upload to BOAC SharePoint, continuously update as deal changes, verify accuracy when deal is finalized</li><li>Follow-up with PM's to ensure Steering decks are uploaded before distribution dates for Working Team and Steering Committee meetings <br><br></li></ul><strong>TDIP Executive Support<br><br></strong><ul><li>Coordinate and manage financial or other contractual audits and provide documentation to auditor</li><li>Monitor project team compliance with all required processes and procedures and ensure Project Management Information System (PMIS), currently PMWeb, records are up to date</li><li>Develop and maintain all information required to provide internal, TDIP Steering Committee and periodic BOAC reports </li><li>Ensure cost breakout sheets are updated by Controls Managers; review for accuracy</li><li>Maintain project list with all relevant project information</li><li>Generate TDIP monthly report (cost, schedule, risk). Includes staffing plan update, Prolog review, CJl3 review, schedule review, risk register review</li><li>Host monthly reporting meetings with all PM's (:13 meetings / month)<br><br></li></ul><strong>Resource Management<br><br></strong><ul><li>Create new staffing plans for new projects added to TDIP for delivery</li><li>Draft initial position descriptions</li><li>Assist ADG's Recruitment Team with the selection process</li><li>Maintain org charts and associated spreadsheets tracking personnel changes, rates</li><li>Maintain staffing plan allocating all TDIP personnel <br><br></li></ul><strong>Program Controls<br><br></strong><ul><li>Provide guidance to project controls teams to ensure consistency and compliance with LAWA's policies and procedures</li><li>Maintain Budgets</li><ul><li>Ensure the implementation of the program in line with approved budget</li><li>Ensure compliance of project teams with their budgets, including continuous evaluation and controlling of costs against budgets</li><li>Manage risk and issues</li></ul><li>Control Costs (supported by project cost engineering for Prolog input)</li><ul><li>Ensure payments are made in line with contracts, including payments to designers, contractors, and all other parties</li><li>Set up, maintain and review all financial processes and reporting a monthly financial summary of the program cash flows</li></ul><li>Manage Schedule</li><ul><li>Develop schedules and ensure the implementation of the program is in line with stated milestones and baseline schedule</li><li>Ensure compliance of project teams with their schedules, including continuous evaluation and controlling of costs against budgets</li><li>Manage risk and issues</li></ul><li>Manage Changes</li><ul><li>Ensure compliance with CAB processes and procedures and maintain documentation of all CAB items</li><li>Ensure standardization and compliance with change management procedures </li><li>Enforce Change Advisory Board (CAB) processes, which are in place to prevent unauthorized and/or improperly vetted changes that could negatively impact the cost of the TDIP Program. The CAB process provides a path for internal and external stakeholders and others to propose changes. It ensures proper documentation and justification is in place for all changes to be considered by the Program Board and Steering Committee and provides tracking and records for all proposed changes</li></ul><li>Manage Risks</li><ul><li>Manage risks of the TDIP Program and ensuring all risk mitigation processes are aligned and implemented</li><li>Maintain TDIP risk registers in coordination with the project team and TDG Risk Manager as needed</li><li>Identify potential change order requests and process in accordance with Change Advisory Board (CAB) procedures<br><br></li></ul></ul><strong>Requirements<br><br></strong><ul><li>20 years or more experience, preferably on airport projects</li><li>Experience managing a team of project controls staff</li><li>Experience with projects more than $500 million in value</li><li>Experience with various delivery methods, specifically Progressive Design-Build and including Design-Bid-Build, Design+CMAR and others</li><li>Proven ability to perform in a management capacity</li><li>Excellent written and oral communication skills and a thorough knowledge of industry practices and regulations</li><li>Must have a self-starter attitude with proactive, results-oriented focus; and willing and capable to assume additional responsibilities</li><li>Must be able to interface with a variety of people with different technical levels and educational backgrounds</li><li>Must be detail oriented and highly organized </li><li>Bachelor's degree in Architecture, Aviation, Business, Engineering, Construction Management, Planning or other related technical field required</li><li>Master's degree preferred</li><li>Optional certifications may include AAAE, LEED, PE, PMP, AICP, PMI-SP, etc<br><br></li></ul><strong>Benefits<br><br></strong><ul><li>Retirement Plan (401k, IRA)</li><li>Health Care Plan (Medical, Dental & Vision)</li><li>Paid Vacation</li><li>Training & Development</li></ul>
