Classification: Full-Time

Pay Range: $20.00—27.00 hourly

POSITION OBJECTIVES: Under the general direction of the Public Works Supervisor, this position is responsible for operating a variety of heavy equipment in the performance of skilled labor tasks in the maintenance and repair of Town streets, sidewalks, alleys, curbs, gutters, storm drains, and parking lots, parks, open spaces, parks facilities, snow and ice removal, water distribution systems, wastewater collection systems.

Public Works Worker I:
Under immediate supervision, this is the entry-level class in the Public Works series. Incumbents entering the class have little or no directly related work experience. Generally, work is observed and reviewed both during performance and upon completion.

Public Works Worker II:
Under general supervision, this is the journey-level class in the Public Works series. Incumbents assigned to this class are expected to perform the full range of work assigned to this class and to work with independence and initiative.

Public Works Worker III:
Under direction, this is the master-level class in the Public Works series. At this level, employees may lead a crew of maintenance workers and work independently, exercising judgment and initiative. Incumbents train employees on duties and safety practices, may assign and monitor work and may exercise supervisory authority in the absence of the supervisor.

General Duties :

STREETS/SIDEWALKS: Snow and ice removal, sweeping and cleaning, patching, traffic signage, mowing and spraying of right-of-way, storm drainage gutter and grate cleaning. Perform concrete repair work; set concrete forms, prepare ground, and pack surface, pour and finish concrete.

EQUIPMENT: Operate, maintain, and keep repaired mowers, tractors, trucks, sweeper, snowplow, and all other equipment used to perform public works duties including, power and hand tools.

FACILITIES: To maintain and keep in repair all buildings and grounds owned by the town or in its control.

PARKS: Mowing, fertilizing, irrigation, weed control, tree trimming, restroom care and trash removal.

WATER & WASTEWATER: Assist water/wastewater operators with well checks and maintenance projects and water sampling. Maintain and keep in repair all water meter sites and equipment as well as facilitating the monthly meter readings. Conduct line locates.

REPORTS: Prepare and submit daily activity logs and reports to the Public Works Supervisor may be required.

Other Duties: Perform other duties as assigned by the Public Works Supervisor. Must be able and willing to be cross trained.

Qualifications: Valid Colorado Driver’s License. Must be able to pass background check and pre-employment drug test.

Knowledge, Skills, and Abilities:

  • Knowledge of laws and safety related to vehicle operation and of park, open space, forestry, or horticulture, and road/sidewalk maintenance safety procedures.
  • Knowledge of materials and equipment used in maintaining town property including open space, forestry, or horticulture maintenance, including tractors, mowing equipment, edger’s, string trimmers, backpack blowers, chippers, pesticide applicators, backhoes, dump trucks, loaders, power drills and saws, aerators, hand tools, and snow removal equipment.
  • Skill in the safe and lawful operation of all equipment required for the job.
  • Skill in performing horticultural functions, including maintaining and repairing turf, plants, shrubs, flowers, and trees.
  • Ability to comprehend and follow verbal or written instructions.
  • Ability to listen well and communicate effectively orally and in writing with various audiences.
  • Ability to establish and maintain effective working relationships with Town employees and the public.
  • High school diploma or GED; one-year related experience. Ground’s maintenance preferred. Equivalent combinations of education and experience may be considered.

In addition to previous requirements:

  • Knowledge of the policies, procedures, and goals of the Town of Keenesburg and the department.
  • Knowledge of the principles and practices of park, open space, forestry, or horticulture maintenance.
  • Knowledge of laws, regulations, and procedures for proper application of pesticides and herbicides.
  • Knowledge of tree identification, defects, species culture, planting, pruning, removal, pests, and diseases.
  • Skill in applying pesticides and herbicides in compliance with all regulations and laws.
  • Skill in maintaining records and logs.
  • High school diploma or GED; two years’ experience working in grounds maintenance, forestry, horticulture, or related field. Equivalent combinations of education and experience may be considered. Must meet knowledge, skills, and ability requirements as outlined, but not limited to above.

In addition to previous requirements:

  • Knowledge of the general principles and practices of employee supervision.
  • Knowledge of tree risk assessment and remediation.
  • Skill in inspecting parks, open space, municipal grounds, trees, right-of-way, and trails for safety hazards.
  • Skill in installing, maintaining, and repairing park irrigation systems.
  • Ability to supervise, train and monitor seasonal Public Works employees.
  • High school diploma or GED; three years’ experience in park, open space, or grounds maintenance, forestry, horticulture, or related field. Equivalent combinations of education and experience may be considered. Must meet knowledge, skills, and ability requirements as outlined, but not limited to above.

Environmental Conditions: Work is generally performed in an outdoor environment. The employee is moderately exposed to adverse weather, frequently exposed to odors, dust, mists and gases, and moderately exposed to toxic and caustic chemicals. The employee is exposed daily to loud noises while operating heavy equipment.

Physical Requirements: While performing the duties of this job, there is light, medium, and heavy work in which the employee is regularly required to stand, walk, sit, run, move quickly, climb stairs and ladders, use hands to finger, handle, or grasp objects, and talk and hear. At times, the work can be very strenuous and physically demanding.

The employee is occasionally required to reach with hands and arms and stoop, kneel, crouch, balance, or crawl, and occasionally be lifting heavy weight and shoveling. The employee must occasionally lift up-to 75 pounds, regularly lift, and carry up to 25 pounds, pull or push up to 30 pounds, and be able to work with hands above shoulder height and with arms extended at shoulder height with up to 20 pounds on a moderate basis.

Specific vision abilities required by this job include near, far, and peripheral vision, depth perception, color, the ability to adjust and focus, the ability to distinguish objects in low and bright light.

The employee is required to grasp and manipulate maintenance, repair and building tools and materials and to operate machinery, equipment, and vehicles.

Other Unique Requirements: Flexible schedule may be required to fulfill organizational needs. Position requires rotating on-call requirement.

Benefit coverage includes Health Insurance, Dental and Vision, Town paid Life Insurance for employee, IRA contribution, paid sick leave accrual, and vacation time (based on length of service). Benefits begin the 1st of the month following first day of the following month if eligible on or before the fourteenth (14th); or the first day of the second month following the date of eligibility if eligibility qualification is on or after the fifteenth (15th) for employees regularly scheduled and working 20 or more hours per week.
